The current system dates back to the 1960s and USAF missile officers often have complained of antiquated equipment in their alert facilities. USAF Global Strike Command completed an analysis of its ground-based systems to find upgrades to improve the exixting system and to implement a follow-on system,
The ground-based strategic deterrent approach is a complete overhaul of the USAF ICBM systems comprising new ground control stations, new C2 systems and replacing the flight system, with new missiles equipped with the current nuclear warheads.
Boeings maintenance contract for the aging control systems and missiles expires 20121 and now the new plans are coming into view. The Arms Control Association, citing internal USAF documents, reported that the service expects to spend $62.3 billion over 30 years on 642 missiles, 400 of which would be operationally deployed. Ted Kenzie (director of strategic missile and defense systems for Boeing) stated the overall goal of initial operating capability by 2027.
