The Australian Government is using the ‘Two-Ocean Basing Plan’ establishing a permanent major fleet unit and submarine presence in the Eastern and Western parts of Australia. Since then, the Navy has maintained a two-ocean navy (Pacific and Indian) capable of responding quickly to national tasking from either seaboard.

Fleet Base East; HMAS Kuttabul (Sydney) serves as the administrative centre for FBE, a precinct that extends beyond the borders of Kuttabul and includes the Garden Island dockyard and adjacent wharf facilities. Based here:
- Fleet Command
-- Commander Australian fleet
-- Director General Maritime Ops

- Australian Maritime Warfare Centre
-- Commodore Warfare
-- Fleet Battle Staff

- Commander Surface Force
- Cdr Submarine Force
- Cdr Naval Aviation
- Cdr Mine Warfare, Diving, Hydrographic, Meteorological and Patrol Forces
- Cdr Shore Force

- Fleet Support Unit South East
